Scholarship Benefits
The Helmut-Schmidt Scholarship provides comprehensive financial support throughout the study period. Selected scholars will receive:
- Monthly scholarship of €992
- Full tuition fee waiver
- Health insurance coverage in Germany
- Travel allowance for international flights
- Study and research grant
- Rent subsidy, where applicable
- Family allowance for eligible scholars
- German language course in Germany for up to four months before the master’s program begins
The language course is mandatory for all scholarship recipients.

Eligible Applicants
Applicants must meet the following requirements:
- Be a citizen of a developing or emerging country
- Hold a bachelor’s degree or equivalent qualification
- Have above-average academic results, generally within the upper third of their class
- Have relevant practical experience through employment, internships, volunteering, community service, or political engagement
- Show commitment to contributing to the development of their home country or region
Applicants who already hold a master’s degree must provide strong justification for seeking funding for another postgraduate degree.

- Social Protection – Bonn-Rhein-Sieg University of Applied Sciences
- Development and Governance – University of Duisburg-Essen
- Public Policy – Willy Brandt School of Public Policy, University of Erfurt
- Peace and Conflict Studies – University of Magdeburg
- Management in Nonprofit Organisations – Osnabrück University of Applied Sciences
- Development Studies – University of Passau
- Governance and Public Policy – University of Passau
All programs are taught in English and focus on public policy, governance, development, and social transformation.
Application Process
Applicants may select a maximum of two master’s programs and must rank them in order of preference within a single motivation letter.

- Evidence of community service or volunteering, if applicable
- English language proficiency certificate

Applications must be submitted directly to the chosen university program and not to DAAD.

The application period for all participating universities runs from:
1 June 2026 to 31 July 2026
After the initial review, shortlisted candidates will be nominated by the universities and contacted by DAAD for the next stage of the selection process.
