The Erasmus Mundus MAPP Scholarship 2027-2029 is a fully funded opportunity for international students who want to study public policy at universities in Austria, Spain, the Netherlands and the UK. The scholarship is offered through the Mundus MAPP programme, a two-year international master’s degree delivered by a consortium of four European universities.

The programme is open to students from both European Union and non-EU countries. A limited number of Erasmus Mundus Joint Master (EMJM) scholarships are awarded to the highest-ranked applicants. Scholarship recipients receive a full tuition fee waiver and financial support of up to €33,600 over 24 months, based on a monthly contribution of €1,400.

About the Erasmus Mundus MAPP Scholarship 2027-2029

Mundus MAPP is a full-time, in-person master’s programme focused on public policy. Students study at two different universities in two different countries during the programme.

The consortium consists of:

• Central European University (CEU), Austria
• Institute of Social Studies (ISS), Netherlands
• Institut Barcelona d’Estudis Internacionals (IBEI), Spain
• University of York, United Kingdom

Students complete a common public policy curriculum while choosing a mobility track based on their academic and career interests. The programme also includes internships, study visits and practical policy-related learning.

Students who complete the programme receive a Master of Arts in Public Policy jointly awarded by the two consortium institutions they attend. The degree is recognized by the relevant authorities in Austria, the Netherlands, Spain and the UK. Students on the CEU tracks also receive a US-accredited degree because the CEU tracks meet the requirements for CEU’s Master of Arts degree in Public Policy registered with the New York State Education Department.

Erasmus Mundus MAPP Scholarship Benefits

The EMJM scholarship is available to outstanding applicants from both EU and non-EU countries. The main benefits include:

• Up to €33,600 for 24 months
• €1,400 monthly contribution
• Full tuition fee waiver
• Support for travel, visa, installation and living costs
• Health insurance for the duration of studies, plus the specified coverage period before and after the programme
• Additional support may be available for students with individual support needs.

The scholarship does not cover every programme-related expense. Students must budget separately for the study visit, which costs about €600-€1,000, the Winter School, also about €600-€1,000, and travel and visa costs between their home country and the consortium countries.

The consortium will also offer one institutional scholarship per study track. This award provides a 50% tuition fee waiver for the first- and second-year institutions but does not include a living stipend.

Study Tracks

Applicants can choose only one of four mobility tracks:

• CEU-IBEI: Global Public Policy
  Students study at CEU in Vienna in the first year and IBEI in Barcelona in the second year.
• CEU-York: European Public Policy
  Students study at CEU in Vienna followed by the University of York in the UK.
• ISS-IBEI: Political Economy and Development
  Students study at ISS in the Netherlands and then continue at IBEI in Spain.
• ISS-York: Governance and Development
  Students study at ISS in the Netherlands and continue at the University of York in the UK.

The tracks cover areas including international organizations, European policy, development, governance, political economy, public administration and policy analysis.

Erasmus Mundus MAPP Scholarship Requirements

Applicants must meet the academic, mobility and language requirements.

The main eligibility requirements are:

• A bachelor’s degree requiring at least three years of study from a recognized higher education institution.
• At least a 2.1/Upper Second or equivalent, where applicable.
• A minimum GPA of 3.17 on a 4.0 scale, or equivalent.
• Applicants with social science degrees are normally preferred.
• Applicants with bachelor’s degrees in natural sciences or engineering are not eligible.
• Candidates who already hold a master’s degree must also meet the minimum academic standard in that degree.
• Applicants must demonstrate strong interest in European and international public policy.
• Relevant work experience is not compulsory, although it can strengthen an application.
• Physical mobility is compulsory. Students must study in two different countries, with each study period carrying at least 30 ECTS, and both countries must be different from their country of residence at the application or enrollment stage.

English Language Requirements

For applicants who need to provide an English language test, accepted scores include IELTS 7.0, TOEFL iBT 95, PTE Academic 76, or Duolingo English Test 130, along with specified Cambridge qualifications. Some applicants can qualify for an English-language waiver if their previous degree was taught entirely in English under the programme’s conditions.

Required Documents for the Erasmus Mundus MAPP Scholarship 2027

Applicants are required to complete an online application and provide supporting documents. These generally include:

• Academic transcripts and degree certificate
• Curriculum vitae or resume
• Two recommendation letters
• Statement of purpose
• Proof of English proficiency, where required
• Other documents requested through the application portal

The statement of purpose must be no more than 500 words and should explain the applicant’s reasons for applying, research interests, relevant academic or professional experience, plans, and selected study track.

There is no separate scholarship application. Applicants who want financial aid indicate their interest directly in the online application.
