Applications for the Commonwealth PhD Scholarships 2027/28 will open on 8 September 2026. The fully funded scholarship supports doctoral students from eligible least developed countries and vulnerable states in the Commonwealth who want to undertake full-time PhD study at an approved UK university. The application deadline is 20 October 2026 at 16:00 BST, and selected scholars are expected to begin their studies in September or October 2027.

Funded by the UK Foreign, Commonwealth & Development Office (FCDO) and administered by the Commonwealth Scholarship Commission in the UK (CSC), the Commonwealth PhD Scholarship aims to support research that addresses development needs in Commonwealth countries. The programme is intended for graduates with the potential to conduct high-quality research and contribute to teaching, research and institutional capacity after returning home.

The scholarship covers approved tuition fees, return airfare, a monthly living allowance and several additional research and travel benefits. PhD scholarships are normally funded for 36 months of full-time study at an approved UK university or higher education institution.

What Does the Commonwealth PhD Scholarship Cover?

The Commonwealth PhD Scholarship is fully funded and provides several forms of financial support.

Each scholarship provides:

• Full approved tuition fees
• Return airfare from the scholar’s home country to the UK
• £1,712 monthly living allowance
• £2,000 monthly allowance for scholars studying at universities in the London metropolitan area
• Study travel grant
• Approved financial support for overseas fieldwork
• A paid mid-term return visit to the scholar’s home country, subject to CSC conditions
• Eligible spouse allowance
• Eligible child allowance
• Additional disability-related support following an assessment

The scholarship is normally awarded for 36 months of full-time doctoral study. The CSC does not support four-year PhD programmes under this scholarship.

Family Allowance

Eligible scholars may receive additional support if their spouse or children accompany them to the UK.

The current rates include:

• £313 per month for an eligible spouse
• £313 per month for the first eligible child
• £154 per month for the second and third eligible children under 16
• £622 per month for the first child for eligible widowed, divorced or single-parent scholars
• £154 per month for the second and third eligible children under 16

The CSC notes that family allowances are intended as a contribution toward the cost of maintaining family members in the UK and may not cover the full cost.

Commonwealth PhD Scholarship Development Themes

Applicants need to show how their proposed PhD research connects to development priorities. The CSC offers its scholarships under six development themes:

1. Science and technology for development
2. Improving population health, health systems and capacity
3. Promoting innovation and entrepreneurship
4. Strengthening peace, security and governance
5. Strengthening resilience and response to crises
6. Access, inclusion and opportunity

The CSC expects applicants to connect their research to development needs in their home country or wider sector. Applicants also identify at least three UN Sustainable Development Goals that they expect their work to influence after the scholarship.

Commonwealth PhD Scholarship Research Areas

There is no single list of eligible PhD subjects. The CSC allows research across different academic fields provided the proposed research relates to the development themes and has a clear development purpose.

For example, research can be relevant to areas such as:

• Science and technology
• Public health and health systems
• Agriculture and food security
• Climate change and resilience
• Education
• Innovation and entrepreneurship
• Governance and public policy
• Peace and security
• Social inclusion
• Development studies

The strongest applications should explain the development problem being addressed, why the research is needed and how the results could be applied after the scholar returns home.

Who Can Apply for Commonwealth PhD Scholarships?

To apply for the Commonwealth PhD Scholarship 2027/28, candidates must meet the CSC eligibility requirements.

Applicants must:

• Be a citizen of an eligible Commonwealth country, have refugee status in an eligible Commonwealth country, or be a British Protected Person.
• Be permanently resident in an eligible Commonwealth country.
• Be available to begin doctoral study in the UK in September 2027.
• Hold a first degree equivalent to at least an upper second-class 2:1 by September 2027.
• Alternatively, hold a lower second-class degree together with a relevant postgraduate qualification, usually a Master’s degree.
• Not already be registered for a PhD or MPhil leading to a PhD at a UK university or in their home country before September/October 2026.
• Demonstrate that they cannot afford to study in the UK without the scholarship.
• Submit all required documents in the specified format.

There is no age limit for Commonwealth Scholarship applications. The CSC also states that applicants with disabilities who do not meet the standard academic requirement may be considered for a contextualised nomination through the Commonwealth Disabled People’s Forum, subject to the applicable requirements.

How to Apply for Commonwealth PhD Scholarships 2027

Applicants must complete the Commonwealth PhD Scholarship application through CSC Central and also apply to an approved nominating agency.

There are two main nomination routes:

• National nominating agencies
• Selected NGOs and charitable organisations

The CSC does not accept direct applications. Nominating agencies select candidates and submit an agreed number of nominations to the CSC.

Each nominator can have its own eligibility rules and application deadline. Applicants should therefore check the relevant nominating agency before relying only on the CSC deadline.

Nominators are expected to submit candidates to the CSC in December 2026. Applicants can expect to receive the outcome by July 2027.

Documents Required for Commonwealth PhD Scholarship

Applicants must upload all required supporting documents through CSC Central.

The main documents include:

• Supporting statement from a proposed UK PhD supervisor

References and the supervisor supporting statement must be signed and provided on institutional letterhead or through an email that clearly identifies the sender.

How Are Commonwealth PhD Scholarships Selected?

Applications are assessed according to three main criteria:

• Candidate merit, including academic experience
• Quality of the research proposal
• Potential development impact in the candidate’s home country

The CSC’s broader selection criteria also consider the feasibility of the research, clarity of expression and whether the proposed work can realistically be completed within three years.

This means applicants should not focus only on academic qualifications. The research proposal should also demonstrate a clear connection between the PhD and development needs in the applicant’s country.
