The fully funded scholarship is offered by the Korea International Cooperation Agency (KOICA) for government officials from eligible developing countries who want to pursue Master’s or Doctoral degrees at leading Korean universities. Eligibility Criteria

To apply for the KOICA Scholarship 2027, applicants must:

  • Be citizens of a KOICA-designated partner country. View the DAC List of ODA Recipient countries here.
  • Be officially nominated by their government.
  • Be government officials or public sector employees.
  • Be preferably under 40 years of age.
  • Be physically and mentally fit to study in South Korea.
  • Hold a Bachelor’s degree for Master’s programs.
  • Hold a Master’s degree for Doctoral programs.
  • Have preferably at least:
    • 2 years of relevant work experience for Master’s programs.
    • 3 years of relevant work experience after a Master’s degree for Doctoral programs.
  • Meet the admission requirements of the selected university.
  • Demonstrate good English communication skills. Some universities may require English language test scores during the university selection stage.

Who Cannot Apply?

Applicants are generally not eligible if they:

  • Previously received a Korean government-funded graduate scholarship.
  • Previously withdrew from a KOICA degree scholarship after enrollment.
  • Do not receive an official government nomination.
  • Do not satisfy the admission requirements of their selected university.
