The Hong Kong PhD Fellowship Scheme (HKPFS) 2026/27 is currently accepting applications from international students. Since its launch in 2009 by the Research Grants Council (RGC), the scheme has supported thousands of outstanding scholars in beginning their doctoral journeys at Hong Kong’s leading universities. Each year, around 400 fellowships are awarded, making it one of the most competitive and respected PhD funding programs in Asia.

How to apply for the Hong Kong PhD Fellowship Scheme:

1: Initial Application (via RGC Online System)

• First, complete an Initial Application via the Hong Kong PhD Fellowship Scheme Electronic System (HKPFSES) to receive an HKPFS Reference Number. This reference number will be used for PhD admission at your desired university.
• The portal will open on 1 September 2025 at 12:00 noon (Hong Kong Time). You must submit the initial application by 1 December 2025 at 12:00 noon (Hong Kong Time).

2: University Application (with HKPFS Reference Number)

• After receiving the Reference Number, you can now apply for a PhD admission to your chosen university.
• You may select up to two programmes per department at one or two universities for PhD study.
• University application deadlines may vary, but often fall right after the RGC deadline. So, apply early to have sufficient time for university submissions.
• Each university sets its own admission requirements and procedures, so you should check the respective university websites for details.

Note: Most universities in Hong Kong have a September Intake.
